Imagen Restricted Settings

The app I am developing is running into an issue with prompt and image filtering with the safety configuration. The most recent instance of this was with the prompt "A woman holding a newborn baby" which was filtered for having a child in it. I looked at the documentation and it said the only way to  change the safety configuration to any state lower than block_few or to change the person_generation parameter to allow_all is to contact a google cloud account representative. After looking at all of the contact information that I could find, the only available option that I saw would be to buy a premium tier of support. This would be completely unnecessary for my use case. Is this the only way?
