New-notification status reset too quickly

When I visit my Notifications screen, navigate away, and navigate back, any notifications that had been marked new are no longer marked new. Consequently, I can no longer determine which notifications I've not yet seen. It is perfectly reasonable to expect the user to navigate away (e.g., by clicking on a notification) and back in the process of reviewing notifications.

Notification status should not be changed by merely visiting the Notifications page. Instead, the new status should be removed only when the user clicks through the notification, or by choosing some option to mark them all as seen.
