It would be useful if we could created format rules that applies to all app instead to a single table. Better yet, those format rules could override the default Theme and Brand setting (including theme)
The main reason for that it's accessibility, it's possibly but really counterproductive to create user options like high contrast and font size, both are crucial setting if you want to have an UIX that is accessible by all users.
And them we have light/dark theme. In my experience, light and dark mode are something more related to user level than designer level because it's really a personal preference.
I am one user that always enable dark mode when available, but not all user would prefer to use that.
