Formatting Rules shouldn't be "expandable"

This has been something that's been bugging me for literally years now; bout time I point it out.

Seems the "expandability" of the formatting rules is actually hindering efficient operation.

 - If I want to delete a formatting rule, I have to either click on it to expand it... or "expand" the formatting rules so I can see the buttons.

Always seemed pointless to me to have this sort of "expand" button on this page; not like the views, which collapse into smaller bits, but considering the fact that you can rearrange things on this page (to establish priority) they can't shrink like that.... so why have the option?  

 - Especially when the only effect is to hide the buttons you'd normally want to see

The real "problem" here is that I can't simply make the switch to see the buttons on this page....

Turns out, that "expand" button is a universal thing - affecting EVERY other panel in the editor.
