Exporting from vault

Hi, I'm an admin on my workspace, trying to recover the emails from a suspended (terminated) employee's email. 

I've successfully done this in the past but I'm receiving an error for this user and can't find any workarounds. 

When trying to search or export a "matter" in vault, it says "This account doesn't have a Vault license: username@domain.com"

Similarly, the data migration service fails when going through the 'delete user' workflow. "Error (Retrying) Authentication failure. (18017)"
