How to pay only for users who use Gemini

My Google Workspace organization has four accounts.
I only want to use Gemini for one account.
I created a group to limit the number of Gemini users and turned on Gemini status for only one account.

However, gemini's license allocation is 4.
I believe the bill includes occupancy for 4 people.
Does everyone in my organization need to pay a license fee to use Gemini?

No: you can use the Gemini Chat app free of charge (if you allow it) but if you want make sure your company data isn't used in the AI training data or the the built in Help Me write etc then you can pay for a single licence if you wish (my company only buys 2 but have many more users than that).
