Issue - sharing google files with non-google users

I am having an issue with the sharing of a google slide with a person which email is not a google account.
The sharing settings for Drive and Docs in the admin console is well set for all the organization (all OUs):

However we still have this error message when willing to share the G-Slide:

Anybody can tell me what could be the issue?

Is that Slides Document hosted in a "Google Shared Drive" by any chance? For some reason files in a Google Shared Drive can not be shared with anyone who has not yet setup/linked their account with Google. 

You can move it to a "My Drive" folder and add a shortcut to the "Shared Drive" as a sloppy work around.

Publish the slide show to the web instead and give them the link, they will not need a google account to view it.

Thanks @michelle_wendt , but what if I need to share it with edit rights?

Many thanks for the input @imacleod . Indeed the slide is in a Shared Drive... Too bad Google is preventing the non-google "Visitors" sharing for Shared Drive files...
I will try your workaround @imacleod but definitely not the best if you're looking for a scalable process...
It is even misleading the way it is put on the support pages of Google and in the admin console settings...nothing indicates that you'll only be able to share with non-google users IF the file is in MyDrive... Google team can you please tell us something about this ?? ๐Ÿ˜…
