Shared drives and "Editors can change permissions and share" option?

So I'm not sure why there would be a limitation for shared drives, but why can't editors be restricted from adding other users?  I.E. the option "Editors can change permissions and share" is not available for shared drive files.   In terms of use case I'm talking about "guest" permissions, not those at the shared drive level.
