Action text size dont change

Hi

I am making a app to be used on a tablet. I have made the text-size larger on properties, but the text below the action-icons stayes small.

I have tried to make a format rule and set the text-size to 3, but it only moves the action-icon and text a little lower… (but the font-size stayes the same)

How can I make the text-size beløb an acttion icon bigger?
