App with no user sign in question

I have an app that will eventually be white labeled and published in the App Stores. I just selected the Public App option in its security section.

I am trying to install it on a new device. But, AppSheet requires a user to sign in BEFORE it will install. Doesnโ€™t that defeat the purpose of having an app be Public?
