I want to create an AppLauncher app with a Security filter for the app. BUT, I want the apps within the AppLauncher to be whitelisted. For example, The AppLauncher would be called “Forms” and would be restricted to specific users. However, the apps to be launched (for example, “Crew House Agreement”, “Safe Driving Policy Agreement”, etc. would not have a user security filter. Is that possible?

It definitely is possible.
Quickest way would be to put in the emails in a cell and set the SHOWIF condition to show only if the email column contains the USEREMAIL().
