Banner type of information for every page in Form View

Is there anything similar that can be done like the one below?

The ideal look would be this, a guide/banner containing general guidelines for a form that is constantly visible for every page of the form being filled out.

That may not be possible to display the above tabs in a form view. But you could include that banner as repeating show columns under each tab. You may need as many show columns as tabs in that case.
