Bot Condition is True when it should be false

I had the following in my audit log for a change bot that is executing when it should not. However, I am wondering if [_THISROW_BEFORE].[MeterInformation_fk] is null and [_THISROW_AFTER].[MeterInformation_fk] is also null, if that is the culprit why it is executing? Any ideas what I need in my condition to avoid this from happening?
