Bulk Action Not Showing Up on when multi-selecting

I have an action set up to switch the value of a column from true to false. in the detail view it works fine, but the action doesnt show up when i multi select rows to perform a bulk action.

if you choose “Hide menu and search buttons” in UX>Options it stops showing your bulk actions.
