Can I make a white label ios app without a mac computer?

Hi

Is it possible to upload an whitelabel IPA-file to the app store without a mac computer?

I remember reading something about a web-service or website that can do it - but I cant find it.

No, Apple does not allow it. You can do everything without an Apple computer but submitting the file to the App Store, you have to do that via an Apple computer. You generate the keys with that computer.
