Does the app be available for use even if the mobile device is not connected to the internet?

We are planning to create a dictionary app, and it should allow the users to read the content even if they are not connected to the internet.

In general yes, the apps can be used offline. However there are some prerequesites such as the need for the app to be luanched first time when it is online, certain aspects of loading images and documents when offline.
