Control over showing "Overlay Actions in Dashboards" on indv. dashboard level instead of system wide

Continuing the discussion from Show overlay actions in dashboards:

The ability to show actions on dashboards is great - but only on some of my dashboards; and this is becoming a trend.

Would it be possible to get the control over whether or not a dashboard should show overlay actions put onto the individual dashboard level; right now it’s system-wide.
