Does App sheets allow for creation of an app to be offered to multiple businesses, white labeled, modified to fit their needs and offered as an ongoing subscription for continued use and service?

Any suggestions for how to get started moving in that direction? (training, experts to follow, people to consult with (for pay) when issues in the process of creating the app arise?
