Date and time need to change to current user time zone

I am having issue with time and date
I am creating a record in IST time zone
But,if i open the record in the EST time ,it is not changing the time to EST.

Actually i am not getting the point ,i am creating the record in normal column with datetime datatype and saving in the spreadsheet in IST time
I am pulling the value of the datatime value in virtual column ,but the value is not changing to the est time nor the current device time zone
