Decentralize data view

Hi Everyone

I have a database on Google Sheet
And there are specific tables as follows: Level 1, Level 2, Level 3
I want to decentralize the view of those data tables for each user

Example: User 1 has permission to view Level 1 table only. But there is no right to view Level 2 and Level 3
Or. User 2 has permission to view Level 2 and Level 3 tables, but no view of Level 1 tables
So how to do that?
