Dropdown list selection

Is it possable to have a dropdown list that the users can edit.
i have 1 sheet that has the infromation below. but i want to show the select and the user can select
the item then this then the description is filtered based on the first selection. however the user can then chance the description but this would not affect the informaton in sheet1
