Email Image Loss When Forwarded

I have a workflow that generates an email with embedded images. This email gets sent to a central user and then the applicable data and images get sent to external users after review. We have noticed that when the email gets forwarded, the images get replaced with a red X. Users can click on the link to view the photos, but I am wondering how I can get the images to be retained once the email is forwaded.
