Email to multiple selection

I’m very new to this so please pardon my ignorance, I’m trying to generate two things here and can’t figure out how to do it with the “Start an Email” or export to csv actions.

First I have a form to input user info and assign them a group. Then within the group I want to be able to have a function to either download the group roster or to email the entire group.
