Expression Error "The given key was not present in the dictionary."

I am building a work flow file name using the following expression but I’m receiving the following error: I removed the " and &'s from the expression but get the same result. Is there something wrong with my expression?

You can’t use template substitutions (<<...>>) in an App formula expression.
