Fomatting a column with column type set as Percent

Hi

i have a column named Oil % and column type is set as Percent, now i am trying to set a format rule where if the value is 19.00% or greater it should turn to green.

How do i get this when i put in the condition in the format rule its not working i have put condition as [oil%]>=19

can anyone help me figure this out on how to achieve this

[oil%]>=0.19
