Format Rules should show selected items first

Format Rules currently just show the list of columns and actions. This is an extremely obnoxious way of viewing where a format rule is applied. Its also limited to only showing a handful of the selection at a time with no regard for which items you have selected. Applying this rule across items that are not directly next to each other is an absolute pain. Some kind of re-design whether you show selected items all at the top, a longer list, an expression style way of selecting things, something.

It should use the same interface already used elsewhere. Which should also require minimal code changes.
