Grouped action and Conformation messages

I am working on a grouped action which shows a different message based upon the language selected in USERSETTINGS. In each of the language specific actions (all of which will import a csv file), I have confirmation enabled and also a confirmation message.

The expression for the Only if this condition is true is similar to this: AND([_RowNumber]=2,USERSETTINGS(“Language”)=“English”)

What I am experiencing is that the confirmation message from the first action in the list is always displayed and not the confirmation message from the action that is matched. I have english first and I see the english text. I moved french first and then I see french.

Should I expect this? I suspect I have missed something obvious but I cannot see what it is. Any ideas?
