Help with setting up email/ notification/ sms texts

Hello! I am trying to set up notifications emails, sms texts and notificafions for low stock items and products that are either over the limit of max allowed produced and or almost out or two low. Can anyone help or send me to the right direction for explaining how to figure that out. I am not sure what I am doing wrong and dont mind a template

Sending Notifications from a Workflow Rule or Scheduled Report

A Workflow Rule can send a push notification when data changes. A Scheduled Report can send a push notification on a schedule you specify.

Can a Notification be made for a specific collum only if a specified amount can not go over if that makes sense? I guess what I mean I would want updates on add or deletes but the function of the over value that’s set
