The system is tracking the number of unique users in the last 30 days. So it isn’t a matter of removing users from the whitelist. You have to wait till the old usage ages out.
To clarify the license requirements …
You may have 100 users on the whitelist, but if only 2 use the app, you only need 2 licenses.
Conversely, if you have a different set of 20 users in the whitelist every day, so in 5 days there’s been 100 different users using the app, then you’ll need 100 licenses.
The licensing is meant for usage cases with a steady set of users who tend to use the app pretty regularly.
