What is a “sequence register”?

I have an excel that records the letter reference (letter register) that sends to the customer. The letter register reference is in the form of running number, like 1, 2, 3 etc. I would like to create a form to key in the subject, recipient and it will generate the next sequence number for the letter reference. May i know how to do it. Thank you.
