How to rearrange icons

I have a Technician form that has multiple icons. The DELETE icon is first in the line, making it too easy to delete the record. How can I arrange the icons so that the DELETE icon is the last?

At the very bottom of the Behavior->Actions page is a button “Rearrange actions”
