How to select PRIMARY View and POSITION for a view in new design Editor

This view is from an existing app.

This is from my new app. I edited a system view but I can’t figure out how to make it a PRIMARY view and set the position.

What am I missing?

I had to copy the system created form and then everything showed. Is this a bug?

System-generated ref views cannot be repositioned. It’s been this way for awhile (but perhaps less than a year?).
