I am wanting to release my App a “Public App” that adds to my spreadsheet from read only dropdowns. I will be downloading the added data and using it to generate reports. My question is regarding the permissions required by AppSheet when the public uses the App, does AppSheet ask for the full permissions to access their Google Drive etc or is their permission basic info? I am worried my clients will not use the App if they must provide AppSheet with full permissions to access their Google Drive etc. The App requires the user email for identification purposes only.

You should set the sign-in OFF. After that anyone with the link can have an access to your app. You can find the option from Security > Require Sign-in > Require user authentication?
