I have set a workflow rule to send me a SMS everytime data in the budget status section enters the warning criteria.

When I test the workflow rule it sends me a SMS like it is supposed to, however when I input data that would generate the status change the workflow rule isn’t applied for some reason and I don’t receive the SMS. Any advice on how to get this workflow rule working properly?
