I need One Feature of Business Plan in a Public App

I’m building a public app to upload to Playstore, and i know that the correct plan is “Publisher Pro Plan”, but i need a feature of the business plan. I would like have my App in Colombia, Mexico and Spain, each one with different data but the same columns. Only i need the feature “Data partitioning”. Its possible unlock this feature for the "Publisher Pro Plan?

I was checking and the user setting allow a option to filter data based on those settings, it’s a viable option to data partitioning?

Yes, that works. It doesn’t scale well if your data set is large. But it works fine on smaller data sets (which fit in a single spreadsheet).
