I would like to send an email when a row is added or updated to the email address from the email column of the same row

How to do this?

And is this feature part of the Pro or Plus package?

The feature is available in all plans except Free, Standard or Publiher.

Use an expression like <<[EMAIL]>> in “Send to” if the field name is Email.

If you use ADDS_ONLY in Update Event option, it will send it every time when you add a new record.
