If you pay for an annual premium license, can you then do free development on prototypes for testing out the pro level features?

Or can you only do that if you have separate google accounts?

I would like to pay to get better sync for testing a premium level app but do not want to be locked out of free trial development using pro features that I am not yet sure that I need or want.

Yes you can do that.

Just to add more explanation, you can test Pro features as long as you want, but only if you deploy those apps with Pro features that are not included in Premium you will receive warning to upgrade your subscription plan.
