IFS seems to do an OR across the conditions the statement contains. Is there a way to AND them?

Argh. Is there full documentation anywhere? Searching for โ€œANDโ€ in the documentation brings up every blog post. AND is aslo not in the expression builder, that I can see. Where can I lookup its syntax?
