Is it possible to attach two email templates to one email?

So there would be two separate PDF attachments in an email, both based on different templates?

If not, is it possible to create a PDF based on a template without sending an email?

Neither is possible directly.

You can achieve the later by creating a PDF and sending the resulting email to a junk mail account. You can choose the “Archive PDF” option to preserve the output PDF file.

You could then attach that archived PDF in the “Other Attachments” field of another workflow rule.
