Is there a way to format the order that the action icons appear in various places?

For instance, I have created three actions to allow the user to set the “Importance” of a task with inline icons with three options represented by thermometers for “High” “Medium” and “Low” but the order shows from left to right as “Medium” “Low” & High, which obviously looks weird.

Same thing with the actions menu dropdown.

I have some related functions which are separated by functions of other types that I would like to group together.

You can rearrange the order from Behavior > Actions > Rearrange actions (in the bottom of that page)
