For public app(s) that do not contain sensitive data, you will want to leverage our Publisher Pro license. These licenses are $50 per app per month - unlimited users. However, since these licenses do not track user sign-in, you cannot require it on the app.
As for sharing the app, you can invite a specific email under Share App > Users, post a link to the app (link is located under Share App > Links), or iframe your app on a website.
