Making a schedule

I am trying to make a scheduling app. For a company that requires 2 people per ambulance for a 24 hour period. Most locations have 1 ambulance, 1 has 2 ambulances and 1 has 3 ambulances. 1 location has 1 person and is scheduled separately but daily.

Tables:
-Employees
-Stations including required daily staffing
-Shifts
-Schedule

I want to differentiate schedule and active because people call off, trade, rotate, etc. The “Schedule” is all the shifts I query from, unless I am doing too much by adding the active schedule.
