Maximum number of liceses allowed in a PRO account

Good morning team,

I have a question regarding the number of licenses, if I remember correctly Pro accounts ony allow up to 200 licenses.

How is that number distributed? Lets say I have two Apps. App 1 has 150 users and App B has 50 users.

Is the total number of users added in each app to calculate the number of licenses? (regardless of having a user in both apps)

Or is it counted by individual users? AKA having the same person in both apps only counts as 1 license.
