I have a table whereby the data is generated from a Web Form, it’s not and Appsheet form.

The table is accessed by an Appsheet app, it checks to see if an email exists in another table, if it does it shows the ID associated with that email.

Is it possible to create an action to generate a child/related record matching the ID from the parent record?

It is. You could use a report to perform a Data Change action.
