New Bug Encountered: Workflow trigger issue

My action workflow trigger is not working: ISNOTBLANK([_THISROW].[License Plate #]). When a license plate # is blank the workflow still triggers. The workflow target data is NRC Reporting which has the column “License Plate #”.
Can someone please sort me out?

Please remove the [_THISROW] and then test it again.
