Not saving data locally to the phone

I have a user that is often times in remote locations, my understanding is that appsheet should store adds/changes locally to the phone and then sync when the user is back on the network, correct?
Yes, the settings in offline use is enabled.

Has anyone experienced issues with appsheet NOT saving locally to the phone?
I’m seeing that now with one of my users…
is it specific to an OS?
