Possible to change "No data available" message in charts?

I have a number of charts in a dashboard view that are driven by user-selected drop-downs. Some of the drop-down choices force a sync to retrieve the data needed to update the charts. While the sync is happening, the charts display “No data available” (see image below). Is it possible to configure this message somewhere in the app definition?

Better yet, I’d love to be able to display a loading spinner in the chart view while the data is being retrieved. Is this possible?
