Public Plan Licenses and Sell App in Appstore

In somewhere in appsheet website the PublicPlan fee is 50$ per/month, but there is a calculator to estimate your plant cost where you have to input number of licenses.

This bring me to me to these questions.

1. If the app is uploaded to the play store, and is downloaded for 3000 people. Is that considered 3000 licenses?
2. So Public Plan is 50$ per/month only or with an extra cost for licenses?
3. After uploading app for the play store. Can the app have a price?

PS:My impression is that appsheet is for apps that have a subscription for the service, and we have to charge more than 5$ per user to cover the cost.
The app sellling maybe is not compatible with the user plans.
