Reason for an Action button not showing?

I had previously created three actions on this table and they showed up fine on the form.
I am now adding a fourth action for the same table but it just won’t show. Tried various things to refresh but no luck.

I know of only one place I need to set it show the button (green arrow) and that I have explicitly set to “true”. What am I forgetting or missing to check? Thanks!

Change Prominence to something other than Do not display.

Actually I had it set to other than “Do not display”
What’s strange is that the Action button shows on a new view I create on this table but it just won’t show on an existing view on the same table. I wonder if there is some setting on that view that is keeping it from showing.
