Require users to provide consent before app usage. This is strongly encouraged in order to respect user privacy.

This is turned off. So why are we seeing this message?

I believe that dialog is offered by the OS, not the app. Apps cannot (to my knowledge) bypass those dialogs.

For app where you have here() expression to capture the location of user who edit the data, this user concent window naturally pop up to get the user permission to do so (use user device GPS) for privacy reason, I dont think you toggle to turn on/off this.
